How about something like:
Harassment:
Bullying, threatening, and/or stalking other users is prohibited. This prohibition extends to 'calling out' a user's opinion from one thread in other unrelated threads or on the user's profile, abuse of direct messages, and abuse of negative reactions against a user on unrelated posts ('strike-fests'). Disagreement with another user should be expressed in ways that do not rely on any of these behaviors. [For content which targets a group rather than a specific site user or users, use the 'Inappropriate content' category instead.]
Inappropriate:
Posts made on MangaDex should be appropriate for an audience of 13+[rules footnote]. Links to external content must also meet this requirement. A limited exception is made in chapter/title threads for titles classified as Erotica or Mature for discussion and content related to the chapter/title.
Additionally, content (or links to external content) which is illegal, discriminatory or inflammatory toward a group, or otherwise contrary to the rules and terms of MangaDex is prohibited. [For content targeting a specific user or users of the site, use the 'Harassment' category instead.]
Spam:
Off-topic comments in threads for specific topics (including chapter/title threads) are discouraged, and repeatedly engaging in this behavior is grounds for a ban. Commercial promotion is prohibited, though links to or discussions of outside sites or products/services are allowed if reasonably related to the topic.
